Paul Henry Gore-Booth was a British diplomat and civil servant who played a key role in mid-20th-century foreign policy. Born in 1909, he was educated at Winchester College and Oxford. He joined the Foreign Office in 1933, serving in postings including Vienna, Tokyo, and Washington. From 1950 to 1953, he was British High Commissioner to India, and later the UK’s representative to the UN in Geneva. In 1965, he became Permanent Under-Secretary of State for Foreign Affairs, the top civil servant in the Foreign Office, guiding policy during the Cold War and decolonization. He was knighted and made a life peer in 1969 as Baron Gore-Booth.
